Term Limits on Congress Resolution Passes Georgia Senate

ATLANTA, GEORGIA — Yesterday, the Georgia state senate passed a resolution in favor of proposing term limits on Congress. Senate Resolution 28 (SR28), sponsored by Sen. Bill Cowsert, sailed through the chamber by a vote of 34-20. This resolution, as well as the companion HR39 sponsored by Rep. Beth Camp in the house, is being guided through the Georgia legislature by U.S. Term Limits (USTL), the nation’s largest term limits advocacy organization.

“Georgia legislators take seriously their obligation as a check and balance to the federal government when it comes to proposing a term limits amendment to the Constitution,” said Dr. John Cowan, Advisory board Chair for U.S. Term Limits in Georgia. “We know Congress won’t propose this important election reform itself. Therefore, the states must step up and take action.”

Senator Greg Dolezal presented an impassioned argument in favor of term limits. Addressing the challenge of money in politics, Dolezal stated that “Career politicians are supported, in primaries and their elections, 9:1 over their challengers. The system is broken.”

The way to fix this dysfunction is with congressional term limits proposed via a national term limits convention. Through Article V of the U.S. Constitution, 34 states may make a call to propose the term limits on Congress amendment. Once proposed, 38 states are required to ratify the amendment to make it law.

Fifty Georgia state lawmakers in the 2021 legislature have taken the term limits pledge (see listing below) promising to support an Article V convention for term limits on Congress.

According to a 2017 poll by McLaughlin & Associates, congressional term limits is the most popular and bipartisan issue in Georgia, with 80 percent support statewide and only 9 percent opposed. Support includes 83 percent of Republicans, 82 percent of independents and 74 percent of Democratic voters. 

Once the Georgia House passes the concurrent resolution, Georgia will be in the forefront of states calling for a national convention for the sole purpose of proposing a term limits on Congress amendment.
